Dr. Bruce Tapper


Bruce J. Tapper Ph.D., is a clinical psychologist licensed to practice in the state of Washington. He has been in private practice in Port Townsend since 1995. He has previously served as Director of Crisis Intervention at California Youth Authority, the Director of Adolescent Treatment at a private psychiatric hospital, and supervising psychologist at an outpatient chemical dependency program in Orange County, California. He has been on the medical staff of several inpatient psychiatric hospitals and inpatient chemical dependency programs. He has extensive training and practice in cognitive behavioral psychotherapy and performing neurological evaluations. He has courtesy medical staff privileges at Jefferson Healthcare Center.

Dr. Bruce Tapper

Dr. Mejah Soong


Dr. Mejah Soong earned her MD from Texas Tech University in 2001 and completed her Psychiatry training at the University of Massachusetts in 2005. Along with training in the biological treatment of disease, she has had training in a variety of therapy techniques including cognitive behavioral, psychodynamic/analytic, group and couples therapy. During residency she was hired by Natchaug Hospital. For the next four years she treated patients there of all ages (children and adults) in both inpatient and outpatient settings. In 2007, she immigrated to Israel and served a mandatory service in the Israeli Defense Force. She has recently completed an additional seven months of training in primary care medicine in order to focus on the integration of traditional medicine and psychiatric problems. She recently returned to Port Townsend where her family has resided for over 20 years.

Dr. Jeffrey Collins


Dr. Jeffery T. Collins, M.D. is a psychiatrist licensed to practice in the State of Washington. He earned his M.D. degree from the University of Oklahoma College of Medicine in 1967. He completed his psychiatric residency at Dartmouth Medical School in 1975. He was thereafter engaged in a private practice in Geneva, New York for four years and Santa Fe, New Mexico for 19 years, while also serving as Medical Director of a substance abuse rehabilitation clinic and consultant at several mental health centers as well as the Penitentiary of New Mexico.

He served as Medical Director of Ozark Counseling Services in Arkansas before joining the staff of Madison State Hospital in Indiana. He relocated to Port Townsend in 2007.

In addition to providing medication evaluations and management, Dr. Collins has maintained an abiding interest psychotherapy. He completed 5 years of training in Jungian Analysis and is skilled in the use of psychodynamic psychotherapy, cognitive-behavioral therapy, EMDR and hypnosis. He is currently integrating the insights of non-violent communication into his work. He has had extensive experience in treating a wide spectrum of psychiatric difficulties with a special focus on trauma, grief, depression, anxiety, anger issues, ADHD, and psychosis. He is licensed to see children as wells as adults.
